A
rider can only carry a passenger if they have
passed a moped test and hold a full licence (Group
P) – the passenger must also wear an approved
safety helmet.
The moped must be designed to carry a passenger;
many mopeds and scooters are for the rider only.
Check with the manufacturer if in doubt.
